PRO-NIR Chief to Cops: Be Faithful in Service to People

Bacolod City: Brig. Gen. Arnold Thomas Ibay, officer-in-charge (OIC) of Police Regional Office-Negros Island Region (PRO-NIR), on Monday urged personnel of the Philippine National Police (PNP) in the new administrative region to be faithful in their service to the people. Ibay, who was designated to lead the PRO-NIR effective April 10, made the call after being accorded with arrival honors at Camp Alfredo M. Montelibano Sr. here.

According to Philippines News Agency, Ibay stated that he has no personal agenda in his new role and emphasized his commitment to public service. "I have no agenda of my own. In assuming this role, I carry only one objective that we conduct ourselves with the absolute fidelity to the intentions of public service," Ibay said in his message. His leadership will focus on the core operations of the PNP, which are to serve and protect, based on the three pillars of crime prevention, crime solution, and community partnership.

Ibay emphasized that crime prevention will remain the cornerstone of their strategy, and in cases where crime occurs, there should be a swift and efficient resolution. He highlighted the importance of community partnership, stating that success can only be achieved when the bond with the community and other stakeholders is resilient and mutually empowering.

Ibay further stated the policy of zero tolerance for any form of misconduct within the ranks. "There will be accountability at all levels. There will be zero tolerance for wrongdoings. We will not tolerate the wrong actions of our personnel," he said. Prior to his assignment to the PRO-NIR, Ibay served as the director of Manila Police District at the National Capital Region.

The arrival honors for Ibay were led by Col. Dennis Esguerra, deputy regional director for administration, in the presence of the top officials of Negros Occidental Police Provincial Office, Negros Oriental Police Provincial Office, Siquijor Police Provincial Office, and Bacolod City Police Office, which comprise the PRO-NIR. Other key PRO-NIR regional officials include Col. Gilbert Gorero, chief of Regional Staff, and Col. Ronaldo Palomo, OIC of Regional Operations Management Division.

During the activation of the PRO-NIR last month, PNP chief Gen. Rommel Francisco Marbil expressed confidence that the new police regional office "will embody the highest standards of professionalism, integrity, and excellence" in law enforcement.
