Manila: The weather bureau on Monday announced that most regions of the Philippines will experience rains due to Tropical Depression Luis and the southwest monsoon, locally known as habagat.

According to Philippines News Agency, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that Tropical Depression Luis has maintained its strength, with maximum sustained winds of 55 kilometers per hour near the center and gusts of up to 70 kilometers per hour. As of 4 a.m., Luis was located 130 kilometers east southeast of Casiguran, Aurora, and remains almost stationary.

Areas under Tropical Cyclone Wind Signal No. 1 are expected to experience strong winds. These areas include the central and eastern portions of Cagayan, Isabela, Quirino, the eastern and southern portions of Apayao, the eastern portion of Kalinga, the eastern portion of Mountain Province, the eastern portion of Ifugao, the northern portion of Aurora, Polillo Islands, and the northern portion of Camarines Norte.

The effects of the southwest monsoon, combined with the cyclone's periphery, will also result in strong to gale-force gusts across the Visayas, Lanao del Norte, Misamis Occidental, Camiguin, Surigao del Norte, Dinagat Islands, Sarangani, Davao Occidental, Davao Oriental, and most of Luzon.

Moderate to rough sea conditions are expected over several seaboards, including the eastern seaboard of Isabela and Davao Oriental; northeastern seaboard of Aurora; seaboards of Batanes; northern and eastern seaboards of Babuyan Islands; and eastern seaboards of mainland Cagayan, Pangasinan, Dinagat Islands, Surigao del Sur, and Davao Occidental. PAGASA has advised mariners operating motorbancas and similar vessels to take precautionary measures when venturing out to sea.

PAGASA also indicated that Tropical Depression Luis may make landfall or pass close to Northern Luzon tonight or early Tuesday, and is forecast to weaken into a remnant low by Wednesday.
