Manila: Another Senate resolution has called for an inquiry into rising electricity rates and consumer complaints over 'bill shock,' disputed meter readings and system losses passed on to paying customers. Senator Panfilo Lacson said he filed Senate Resolution No. 511, directing the appropriate Senate committee to examine whether existing regulations adequately protect consumers from excessive, unreasonable or avoidable electricity charges.
According to Philippines News Agency, Lacson emphasized the significance of legislative oversight amid various contributing factors to fluctuating electricity prices, such as supply constraints due to geopolitical tensions, higher generation costs, foreign exchange rates, and mandatory charges. He highlighted the increase in Meralco's residential electricity rate from PHP13.2730 per kilowatt-hour in January to PHP14.8261 per kWh in July 2026 as a cause for concern.
Lacson also expressed alarm over complaints regarding irregular meter readings and system loss charges, which include losses associated with meter tampering, illegal connections, and the use of jumpers. He pointed out that legitimate consumers ultimately shoulder the burden of these losses, questioning whether power distributors have sufficient motivation to prevent electricity pilferage and enhance operational efficiency.
The resolution aims to bolster transparency, accountability, and consumer protection within the power sector. It follows a separate resolution by Senator Risa Hontiveros seeking an investigation into alleged erroneous meter readings and unusually high electricity bills.
Furthermore, Senate President Sherwin Gatchalian urged the National Grid Corporation of the Philippines to accelerate grid modernization efforts as the country gears up for expanded renewable energy use and increased adoption of electric vehicles. Gatchalian stressed that a more efficient and flexible power system is crucial for ensuring stable and affordable electricity. He noted that a modernized grid would facilitate the integration of residential solar systems, electric vehicle charging stations, and other decentralized energy resources, while enabling the storage of excess renewable power in large-scale battery systems.
Gatchalian highlighted the urgency of grid modernization, particularly in light of Meralco's recent announcement of increased electricity bills following higher generation costs due to expensive crude oil and taxes. He argued that modernizing the grid could reduce inefficiencies and lower long-term electricity costs, ultimately contributing to a more stable and affordable power supply.
