Singson Resigns from ICI Amid Health Concerns and Recommended Charges Against Revilla and Others

Manila: The Independent Commission for Infrastructure (ICI) has confirmed the resignation of former Department of Public Works and Highways (DPWH) secretary Rogelio 'Babes' Singson. His resignation from ICI is effective December 15, 2025, but there is a possibility of an extension until December 31, as announced by ICI chairperson Andres Reyes Jr.

According to Philippines News Agency, Reyes highlighted that Singson cited health reasons and security concerns as the basis for his resignation. Singson expressed that the demanding nature of his work with the ICI has significantly affected his well-being and is not aligned with his accustomed lifestyle.

In a related development, the ICI has recommended filing charges against former senator Ramon 'Bong' Revilla Jr. and several others concerning alleged anomalies in flood control projects. Those recommended for charges include Maynard Ngu, Carleen Villa, Gerard Opulencia, Manny Bulusan, Ruel Umali, Gene Ryan Altea, Carleen Yap-Villa, J.Y. Dela Rosa, Mrs. Patron, and Carlo Aguilar. The potential charges include direct or indirect bribery, corruption of public officials, plunder, and administrative sanctions.

Furthermore, the ICI is submitting new evidence that could lead to additional charges for former DPWH secretary Manuel Bonoan, former undersecretaries Catalina Cabral and Roberto Bernardo, former congressman Zaldy Co, Commission on Audit Commissioner Mario Lipana, Henry Alcantara, Brice Hernandez, and Jaypee Mendoza. Due to the severity of the allegations, the ICI is also recommending a referral for further investigative review and case build-up to the Office of the Ombudsman for Senators Chiz Escudero and Mark Villar, as well as former senators Nancy Binay and Grace Poe-Llamanzares.
