Manila: The Land Transportation Franchising and Regulatory Board (LTFRB) has issued a summons to the operator of a taxi after its driver was found livestreaming while driving.

According to Philippines News Agency, LTFRB Chair Vigor Mendoza II announced that a show cause order (SCO) was delivered to the operator. This action is based on a recent memorandum circular (MC) emphasizing the responsibility of public utility vehicle (PUV) operators to caution their drivers against engaging in vlogging and other social media activities when behind the wheel.

The MC 2026-050 supports the Republic Act 10913, known as the "Anti-Distracted Driving Act." This legislation aims to protect the public from road incidents caused by the use of mobile devices and other electronic equipment while driving.

The LTFRB's statement highlighted the importance of this directive, noting that such actions not only endanger the driver and passengers but also pose a risk to other road users. The agency decided to issue this MC after observing a rise in PUV drivers participating in content creation while driving.

The show cause order requires the taxi operator to submit a written explanation detailing why its Certificate of Public Convenience should not face suspension or cancellation, in addition to a PHP5,000 fine.

Mendoza further warned other PUV operators that content creation while driving is a violation, and he emphasized that the LTFRB social media team is actively monitoring for similar violations. He urged the public to report such cases through official LTFRB channels.

'All our roads will be safer once we work together to run after abusive and erring drivers who compromise road safety. Please let us know of any violation, and we will take care of the rest,' Mendoza stated.
