Manila: Sen. Erwin Tulfo has put forward a proposal advocating for lifetime validity of identification cards for individuals with permanent disabilities, describing it as a 'common-sense reform.' This initiative aims to alleviate the recurring burdens faced by persons with disabilities (PWDs) and their caregivers due to the frequent renewal and re-evaluation processes currently in place.
According to Philippines News Agency, Tulfo emphasized during a Senate Committee on Social Justice, Welfare and Rural Development hearing that permanent disabilities, such as congenital limb loss, paralysis, blindness, deafness, muteness, Down syndrome, and autism, do not heal or improve, making repeated document submissions unnecessary. He introduced Senate Bill 1405 to amend the Magna Carta for Persons with Disability, arguing that the existing system adds unnecessary stress and expenses for PWDs and their families.
Tulfo highlighted the undue physical and emotional strain caused by the renewal process, which he believes sends a misleading message about the permanence of such disabilities. He stated, 'Imagine the burden this places on them. Isang araw na naman sa pila, isang araw na naman na kailangan nilang patunayan ang isang bagay na hindi naman nagbabago (Another day lining up, another day proving something that does not change).' He further noted that these requirements mistakenly imply a need to re-verify medically irreversible conditions.
Granting lifetime validity to PWD IDs, Tulfo argued, would not only show respect but also streamline bureaucratic procedures, allowing government resources to focus on cases that genuinely require reassessment. During the same hearing, Johannes Paulus Acu±a, Assistant Secretary for ICT and Chief Information Officer at the Department of Social Welfare and Development (DSWD), expressed full support for enhancing PWD identification systems. The DSWD, in collaboration with the National Council on Disability Affairs, supports legislative measures that reinforce the validity, security, and integrity of PWDs.
Social welfare and disability agencies informed the Senate that a revised administrative order is in preparation, which would enable lifetime validity for IDs of persons with permanent disabilities. Acu±a confirmed the readiness of the unified digital PWD ID system to implement these changes promptly upon receiving new policy guidance.
A draft amendment is currently being circulated among 13 member-agencies, indicating a strong possibility of adopting lifetime validity once feedback is consolidated.
