Manila: The Department of Budget and Management (DBM) is preparing to release guidelines for the implementation of salary and subsistence allowance adjustments for military and uniformed personnel (MUP). This move comes as the DBM applauds President Ferdinand R. Marcos Jr.'s decision to raise the MUP's base pay and subsistence allowance.
According to Philippines News Agency, DBM Acting Secretary Rolando Toledo expressed gratitude towards President Marcos, acknowledging his efforts to enhance the welfare of military and uniformed personnel. "We commend President Bongbong Marcos for approving the increase in salary and subsistence allowance for our military and uniformed personnel, who dedicate their lives to safeguarding the nation," Toledo stated. He assured that the DBM is committed to ensuring the Executive Order's (EO) swift implementation, set to commence on January 1, 2026.
Signed by President Marcos on December 3, Executive Order 107 outlines a revised base pay schedule for all MUP, which will be executed in three phases starting January 1, 2026. The subsequent phases are scheduled for January 1, 2027, and January 1, 2028, respectively, as stipulated in the EO.
EO 107 applies to all personnel under the Department of National Defense, Department of the Interior and Local Government, Philippine Coast Guard, Bureau of Corrections, and the National Mapping and Resource Information Authority. Additionally, the daily subsistence allowance for all uniformed personnel will rise to PHP350 from the current PHP150, effective January 1, 2026. This follows an earlier increase in military personnel's subsistence allowance to PHP350 this year, under EO 84 issued on March 14.
The financial resources necessary for implementing the base pay and subsistence allowance increases will be sourced from available appropriations under the 2026 General Appropriations Act and any other available appropriations, in compliance with budgeting, accounting, and auditing regulations.
Furthermore, EO 107 establishes an Inter-Agency Technical Working Group (IATWG) to conduct an in-depth review of the MUP Pension System. This group consists of representatives from the DBM, Department of Finance, Bureau of the Treasury, and Government Service Insurance System.
