Tulfo Supports Amendments to 4Ps Law and Beneficiary Review

Manila: Senator Erwin Tulfo on Friday expressed support for the Department of Social Welfare and Development's (DSWD) proposals to amend Republic Act No. 11310, the law that institutionalized the Pantawid Pamilyang Pilipino Program (4Ps), to ensure it truly benefits those most in need. In a consultative meeting with Social Welfare Secretary Rex Gatchalian and DSWD officials, Tulfo, who was recently elected chairperson of the Senate Committee on Social Justice, Welfare, and Rural Development, vowed to prioritize discussions on proposed revisions to the 4Ps law.

According to Philippines News Agency, Tulfo highlighted the necessity of revalidating the list of 4Ps beneficiaries, emphasizing that some households continue to receive assistance despite improved living conditions. He noted that this review is in line with the President's call for a comprehensive evaluation of the program to prevent abuse and ensure fairness. Tulfo stated that it is time to develop legislation that addresses the evolving needs of low-income families more equitably.

One of the proposed amendments by the DSWD is the removal of the seven-year limit for receiving 4Ps assistance. Secretary Gatchalian pointed out that without revising the law, approximately 2.4 million households may be forced out of the program despite their unchanged living conditions. Tulfo, a former DSWD secretary, also pledged his support for the rehabilitation of the department's central office, which Gatchalian welcomed, stating that additional budget support would enhance the facilities and boost the morale and capability of social workers.
