Bicol: Cases of violence against women in the Bicol region have decreased by 17 percent compared to 2024, as reported by the Commission on Human Rights (CHR) on Wednesday. In a media forum, Arlene Alangco, CHR-Bicol regional director, highlighted a reduction in recorded rape cases, from 18 in 2024 to 15 this year.

According to Philippines News Agency, Alangco noted that these ongoing cases primarily involve incestuous rape perpetrated by fathers. The CHR is actively investigating these incidents, and most of the suspects have now been arrested. Alangco emphasized the enhancement of campaigns, particularly those targeting schools, to educate students about their rights.

"Our advocacy extends beyond the community; we are also focused on educational institutions. During Children's Month, we have the Kabataan Karapatan Caravan. We conduct legal clinic caravans where lawyers visit barangays to provide free legal services. This way, those who need legal advice do not have to hesitate due to high consultation fees," she explained.

Alangco also encouraged local government units to enhance the Barangay Human Rights Action Center (BHRAC). "BHRAC involves our partnership with the barangay council. We hope to motivate municipalities to establish Human Rights Action Centers at both the municipal, city, and barangay levels," she added.

The BHRAC is envisioned as an effective entity for reaching individuals who wish to file complaints and guiding them through the necessary steps for their cases. Alangco urged citizens to be aware of their rights and the various mechanisms provided by law. "We need to empower ourselves and others. It is crucial for us to advocate and spread awareness so that we can reduce violence against women," she concluded.
