2 LTO Executives Dismissed Following Viral Video of Assault on Minor

Quezon City: Transportation Secretary Vince Dizon has announced the dismissal of two Land Transportation Office (LTO) Region 2 officials in Cagayan due to their alleged involvement in the assault of a minor and another individual at a karaoke lounge. The officials, Assistant Regional Director Manuel Baricaua and Chief Enforcer Charles Ursolum, were seen in a viral video kicking a 15-year-old male. Reports also suggest that a 20-year-old male companion of the minor was assaulted.

According to Philippines News Agency, the incident occurred after a female singer at the lounge declined advances from the two LTO officials. In response, Dizon has sent a letter to Executive Secretary Lucas Bersamin, requesting the permanent removal of Baricaua. During a press conference at the LTO Central Office in Quezon City, Dizon stated that while an investigation is underway, the video evidence necessitated the officials' immediate removal from their positions.

Dizon emphasized the responsibility of government officials to uphold the law and serve the public, noting the severe consequences of illegal actions, particularly when a minor is involved. Additionally, LTO chief, Assistant Secretary Vigor Mendoza II, has been instructed to assist the victims in filing charges against the officials.

Furthermore, Mendoza remarked that both executives have been given a notice to explain and have responded, as part of their right to due process. He highlighted that the incident violated the code of conduct for public officials and employees in the Philippines, noting that the video evidence is considered factual as it was not refuted by the officials.

Social media posts revealed that the altercation began when the female singer refused to sit with the two LTO officials, stating that it was not part of her job. This refusal allegedly led to the assault on the two male helpers of the band, both of whom are student workers.
