2026 GAA Bars Politicians from Cash Aid Distribution – Palace

Manila: Malaca±ang on Monday announced that the 2026 General Appropriations Act (GAA) explicitly bans politicians from participating in the distribution of cash and other forms of financial assistance. This provision is described by the Palace as a pioneering safeguard in the national budget.

According to Philippines News Agency, Executive Secretary Ralph Recto stated that the restriction is part of a general provision in Republic Act 12314, or the 2026 GAA, and emphasized that it will be strictly enforced. Recto highlighted that similar safeguards were absent in previous budget allocations, marking this as a first in the history of the General Appropriations Act. He expressed the administration's commitment to adhering to these new guidelines.

President Ferdinand R. Marcos Jr. underscored the importance of this provision during the signing of the PHP6.793-trillion 2026 national budget at Malaca±ang. He ordered the strict implementation of the rule, which aims to prohibit political involvement in the distribution of financial assistance. The President assured that the aid will reach the intended beneficiaries without any form of patronage, ensuring no deductions or deficiencies.

The prohibition applies to various government aid programs, including the Assistance to Individuals in Crisis Situations (AICS), Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD), the Pantawid Pamilyang Pilipino Program (4Ps), along with cash grants and pensions for senior citizens and persons with disabilities. Furthermore, Marcos noted that the 2026 budget strengthens the Local Government Support Fund (LGSF) to assist local governments in addressing development needs, supporting livelihoods, and building resilient communities.
