Albay: The Albay provincial government is planning to request a state of emergency declaration to aid coastal communities impacted by the enhanced southwest monsoon, locally known as "habagat." This move aims to provide crucial relief assistance to the fisherfolk who have been unable to venture out to sea due to adverse weather conditions.

According to Philippines News Agency, Albay Governor Noel Rosal announced the provincial government's intention to recommend this declaration to the Sangguniang Panlalawigan (SP). The proposed state of emergency would cover coastal communities along Albay's eastern and western seaboards. Governor Rosal emphasized that the declaration is necessary to facilitate the provision of aid, such as rice, to the affected fisherfolk.

Governor Rosal plans to certify the proposal as urgent to expedite its approval during the upcoming regular session of the provincial board. He indicated that if the recommendation is made by Tuesday, it could be swiftly approved, allowing for immediate assistance distribution to fishermen.

Initially, the provincial government is considering distributing at least 10 kilograms of rice to each qualified fisherfolk beneficiary, contingent upon the approval of the state of emergency declaration and the availability of funds. Governor Rosal expressed a desire to increase this amount to 20 kilograms per beneficiary, but he prioritized ensuring that all affected individuals receive assistance first.

The governor estimates that approximately 40,000 fisherfolk across the province could benefit from the planned relief efforts. The declaration is seen as a necessary step to support the livelihoods of those impacted by the "habagat" and to assist fisherfolk in the affected coastal communities.
