Bugallon: The municipal government of Bugallon, Pangasinan has declared a state of calamity due to recent weather disturbances affecting the region over the past few weeks. The declaration was formalized through Sangguniang Bayan (Municipal Council) Resolution 123, series of 2026, approved on Wednesday.
According to Philippines News Agency, the resolution enables the municipal government to mobilize resources, expedite relief and response operations, and provide necessary assistance to residents impacted by the flooding. Residents are urged to remain alert, vigilant, and cooperative with local authorities, while also monitoring official announcements and following safety advisories.
Bugallon Public Information Officer Karen Grace Ilano reported that as of 8 a.m. Thursday, 126 families, or 486 individuals, were still in evacuation centers. She noted that the municipality had been significantly affected by typhoons Luis and Maymay, as well as the enhanced southwest monsoon. A total of 14 flood-prone barangays, along with an additional five barangays, experienced significant flooding, particularly in low-lying areas, farmlands, and other agricultural lands.
Despite the widespread flooding, Ilano mentioned there was no major infrastructure damage, except for a dike in Barangay Angarian. However, one house in Barangay Cayanga was damaged by an uprooted tree.
The Municipal Social Welfare and Development Office reported that 80 percent of the population was affected, totaling 25,135 families, or 60,508 individuals. The Municipal Agriculturist's initial report estimated damages and losses in agriculture and fisheries at more than PHP2.8 million.
In a phone interview, Pia Flores, emergency head of the Provincial Disaster Risk Reduction and Management Office, stated that flash floods occurred on Monday, with persistent heavy rainfall preventing immediate water recession, necessitating the evacuation of residents in low-lying areas. While floodwaters have receded in some areas, evacuees remain in certain parts of the town.
The local government continues to provide relief assistance to affected families, with additional support from the national government through the Department of Social Welfare and Development.
