Manila: The Anti-Red Tape Authority (ARTA) is set to file cases this week against 131 local government units (LGUs) for their failure to streamline and digitize government services, as required by the Ease of Doing Business (EODB) Law.
According to Philippines News Agency, ARTA Director General Secretary Ernesto Perez announced during a press conference in Malaca±ang that these LGUs had neglected their legal obligations to implement an electronic Business One-Stop Shop (e-BOSS) and failed to respond to government directives within the legally mandated period. Perez highlighted that the Salonga Law, under the Code of Ethical Standards for Public Officials and Employees, holds officials liable if they do not address questions, concerns, or complaints within 15 working days from receipt.
Perez further emphasized that their actions are grounded in legal requirements, not just the EODB Law, and that agency heads and mayors are responsible for ensuring compliance. He reassured that ARTA is prepared to file charges, stating, "We are not afraid to file charges because we have legal grounds."
Out of 431 LGUs that received notices to explain, 131 are now poised to face legal action before the Office of the Ombudsman. Perez underscored the President's stance that there are no exemptions in this matter.
Perez also mentioned that streamlining and digitalizing government services is a top priority of the Marcos administration, citing data that shows this approach reduces red tape and corruption. In line with this initiative, the President has declared May as 'Ease of Doing Business Month' under Proclamation 818. Activities with the theme 'Red Tape to Red Carpet: Better Business Movement in a Bagong Pilipinas' have commenced nationwide.
