Baguio Reviews Safety Plan Amid Rising Vape Use Among Students

Baguio: The city government is reviewing its plan to determine whether revisions are needed to address emerging concerns, including rising vape use among students. Benjamin Macadangdang, executive assistant to the mayor and head of the Special Services Division, announced that the review was prompted by reports from the Philippine Drug Enforcement Agency (PDEA) of vape devices confiscated in schools, some of which contained marijuana. "We need to look at the plan and intensify efforts in addressing the growing concern over vape use among students," Macadangdang stated.

According to Philippines News Agency, the City Health Services Office earlier reported that while the city's anti-smoking campaign has been successful, there is a growing shift in nicotine use, with children as young as nine exposed to vaping as smokers transition to e-cigarettes. The review comes as schools increase security measures, including more frequent bag inspections, after a recent school shooting incident in Tacloban City and concerns over the possible entry of bladed weapons and firearms into campuses.

Macadangdang mentioned that law enforcement data suggests the need to revisit the plan and strengthen coordination with barangays to address vaping and related concerns. Since 2025, the city's anti-smoking task force and schools have conducted spot bag checks to monitor and curb youth vaping and provide early intervention for students involved. Barangays have also raised concerns and submitted recommendations on strengthening local drug prevention programs.

Macadangdang further noted that discussions are ongoing with the city's anti-drug abuse council, which includes representatives from all 128 barangays.
