Benguet: In a move to soften the often-stressful experience of government transactions, this capital town now requires its employees to serve the public with a smile. Mayor Roderick Awingan issued Executive Order 05-2026 on Jan. 6, institutionalizing a "culture of courtesy and joyfulness" for all municipal workers when facing clients.

According to Philippines News Agency, Awingan explained that the order, which took effect on Jan. 7, aims to improve the delivery of public service by fostering joy and happiness in government work. He emphasized that a simple gesture like smiling can create a positive and pleasant environment, aligning with the Code of Conduct and Ethical Standards for Public Officials and Employees.

Resident and business owner Marcelle Tagel, who was renewing her permits at the municipal hall, expressed her approval of the new policy. She noted that it feels more inviting to fulfill her tax obligations when greeted with a smile from municipal employees. Tagel described the mandate as a relief for taxpayers like herself.

The executive order stipulates that employees must always smile while serving the public, explicitly prohibiting frowning or crankiness. It also requires maintaining the highest degree of patience, even when dealing with demanding clients.
