Manila: Defense Secretary Gilbert Teodoro Jr. on Monday urged Bicolanos to preserve the legacy of late Albay congressman Carlos 'Papay' Imperial by strengthening education, research, innovation, and regional resilience during the unveiling of the lawmaker's memorial bust at Bicol University here. The ceremony coincided with the celebration of Imperial's 95th birth anniversary and recognition of his role as one of the university's founding fathers.
According to Philippines News Agency, in his speech, Teodoro emphasized that the best way to honor Imperial's legacy is not merely through commemorative activities but by continuing the ideals that inspired the establishment of Bicol University. 'The university is a marketplace of ideas and education where research and innovation are developed. The best way to honor him is to continue that academic legacy,' he said.
Teodoro highlighted the crucial role universities play in developing science-based innovations that address societal challenges, including disaster preparedness, public health, and national security. He underscored the importance of collaboration among government agencies, local government units, academic institutions, and communities in building a more resilient Bicol Region. He mentioned the region's exposure to volcanic activity, earthquakes, and typhoons as key factors necessitating such resilience.
Furthermore, Teodoro encouraged the university to preserve its distinct regional identity by integrating its history, culture, and the contributions of its founders into students' education. He asserted that remembering distinguished public servants such as Imperial helps instill values of integrity, service, and leadership among future generations.
Bicol University president Baby Boy Benjamin Nebres III remarked that the unveiling of Imperial's memorial bust recognizes the congressman's enduring contribution to the school's establishment and growth. 'It is important that we look back to our roots and remember the vision behind the establishment of Bicol University. That vision was to uplift the lives of every Albayano and Bicolano for generations to come,' Nebres said.
Felix Imperial III, nephew of the late lawmaker, added that his uncle's legacy extends beyond his long political career in Albay. 'He will always be part of Albay's political history. He was a leader who listened to the people, understood their concerns, and responded to the needs of Albayanos,' Imperial said.
