Borongan City Inaugurates New Facility to Support Child Offenders

Borongan city: The city government of Borongan in Eastern Samar has launched 'Balay Paglaum' (house of hope), the first facility in the province dedicated to assisting Children in Conflict with the Law (CICL). This initiative marks a significant step in providing care and support to minors who are involved in legal issues.

According to Philippines News Agency, CICL refers to minors who are alleged to, accused of, or adjudged to, have committed an offense under Philippine laws. The government does not view them as offenders but as individuals requiring special protection and assistance. City Social Welfare and Development Officer Verina Amoyo emphasized that the establishment of the facility in Sohutan village is a part of the city's ongoing commitment to support children in crisis.

Amoyo stated, "This is a child-caring institution that will provide short-term residential care for children 15 to 18 years old in conflict with the law, waiting for the court decision on their cases, or transfer to other agencies or jurisdictions." The facility aims to address the health, nutrition, psychological, educational, and legal needs of CICL.

In addition to these services, the facility will conduct purpose sessions for parents and focused interventions for children involved in drug-related issues. A multidisciplinary team will be responsible for overseeing the activities and ensuring that the children receive comprehensive care and guidance.
