Manila: The Bangko Sentral ng Pilipinas (BSP) appointed Dino Gasmen as Assistant Governor for Finance effective Jan. 18, 2027. In a statement Friday, BSP said Gasmen will succeed Senior Assistant Governor Edna Villa, who will retire on Jan. 15, 2027. To allow for a smooth transition, the BSP shall already onboard Gasmen on Nov. 3, 2026 in a technical advisor capacity.
According to Philippines News Agency, as Assistant Governor for Financial Markets, Gasmen will oversee the BSP's open market operations, foreign exchange policy implementation, management of the country's international reserves, and related risk management activities, in support of the BSP's price and financial stability mandates.
Gasmen is currently the executive vice president, treasurer, and head of Global Markets of the Bank of the Philippine. He also chairs the bank's asset and liability committee and is a member of its management committee. Before joining BPI in 2014, Gasmen served as the head of the Rates Trading Business in the Philippines, Indonesia, Vietnam, and Sri Lanka, as well as head of Balance Sheet Management for HSBC Philippines.
He was also the president of the Money Market Association of the Philippines in 2006 and the ACI Financial Markets Association Philippines in 2018. Gasmen earned his Bachelor of Science in Electrical Engineering and Master of Business Administration degrees from the University of the Philippines Diliman.
