Comelec Aims for 88% Turnout in 2025 Midterm Local Absentee Voting

Manila: The Commission on Elections (Comelec) is targeting an 88-percent turnout in the local absentee voting (LAV) for the upcoming May 2025 midterm elections, similar to the turnout achieved during the 2022 presidential elections.

According to Philippines News Agency, Comelec Chairperson George Garcia expressed optimism about reaching this target during an interview marking the commencement of the three-day LAV period. This period is designated for government employees in the military and police, as well as members of the media. Garcia noted that participation in midterm elections traditionally lags behind presidential elections. However, given the relatively small pool of 57,000 approved LAV voters, he remains hopeful that the turnout can match the previous presidential elections.

The approved LAV voters comprise 29,030 military personnel, 23,448 police personnel, 4,206 government employees, and 1,005 media members. Garcia highlighted the ease of the voting process this year, stating that for the first time, an automated system will be employed. Voters will simply need to shade ballots instead of writing candidate names, potentially facilitating higher participation.

LAV voters are allotted until April 30 to cast their votes for 12 senatorial candidates and one party-list organization, with voting hours set from 8 a.m. to 5 p.m. Garcia emphasized the importance of these voters, noting that their participation could be pivotal in determining the outcome for candidates vying for the 12th senatorial slot and for party-list groups aiming to meet the two-percent threshold necessary for representation.
