Crime Rate in Bicol Drops 9.71% in Q1

Bicol: The Police Regional Office in Bicol (PRO-5) reported a 9.71-percent decrease in the crime rate in the region during the first three months of the year, compared to the same period last year. PRO-5 Director Brig. Gen. Andre Dizon announced that 5,020 crimes were recorded from January to March, 540 cases lower than the 5,560 incidents in the first quarter of 2024.

According to Philippines News Agency, the decline in crime rate is attributed to enhanced police visibility, intensified law enforcement efforts, and proactive community engagement. Dizon stated that both index and non-index crimes saw a reduction this quarter. In the first quarter of 2025, a total of 508 index crimes were recorded, compared to 646 cases last year, marking a 21.36-percent decline. The index crimes included 39 cases of murder, nine cases of homicide, 65 cases of physical injury, 111 cases of rape, 63 cases of robbery, 195 cases of theft, one case of motor vehicle carnapping, and 25 cases of motorcycle carnapping.

Index crimes are serious crimes that occur frequently enough to indicate the overall crime situation. Non-index crimes are less serious and include violations of special laws like drug and election laws, and offenses under the Revised Penal Code not classified as index crimes. Additionally, four incidents of special complex crimes were noted, reflecting the effectiveness of law enforcement initiatives in deterring crime.

A total of 3,118 vehicular incidents were recorded, slightly down from 3,120 last year. These included 78 cases of reckless imprudence resulting in homicide, 1,033 cases of reckless imprudence resulting in physical injury, and 2,007 cases of reckless imprudence resulting in damage to property. Additionally, 13 cases of other quasi-offenses were documented, reduced from 17 cases in the same period last year. Of the total crimes recorded, 4,632 cases or 92.27 percent were cleared, reflecting the PNP's strengthened investigative capabilities and swift action in bringing perpetrators to justice.

Dizon emphasized the importance of sustaining these gains and enhancing security measures, especially with the upcoming elections. The PNP Bicol plans to intensify crime prevention strategies, increase police visibility, and strengthen community relations. Efforts will include bolstering intelligence-gathering, conducting more frequent patrols, and enhancing coordination with local government units and community organizations. Technology-driven crime prevention measures, such as surveillance systems and crime mapping, will play a crucial role in maintaining the declining trend in crime rates.

Meanwhile, personnel of the Pili Municipal Police Station in Camarines Sur arrested the region's No. 7 Most Wanted Person during an operation in Pili, Camarines Sur. The suspect, identified by his alias 'Pete,' is a 23-year-old resident in the area. He was apprehended based on a warrant of arrest issued against him for three counts of rape. The court did not recommend bail for his temporary release. 'Pete' underwent the necessary medical examination and is currently under the custody of the Pili MPS for proper disposition and appropriate procedures under the law. PNP Bicol continues to intensify its campaign against criminality to maintain peace and order in the region.
