DENR Implements Flexible Work Arrangement Nationwide to Boost Efficiency

Manila: The Department of Environment and Natural Resources (DENR) has rolled out a flexible work arrangement (FWA) across all its offices and affiliated agencies throughout the country. This initiative is designed to enhance operational efficiency, improve public service delivery, and support environmental sustainability.

According to Philippines News Agency, the DENR-National Capital Region (NCR) announced on social media that the program will allow personnel to choose between two flexible work schemes based on their responsibilities. Nevertheless, the 40-hour workweek requirement from January 5 to March 27, with office hours from 7 a.m. to 7 p.m. from Monday to Thursday, will remain in place.

The DENR clarified that the initiative is guided by Administrative Order No. 2025-34 and aligns with policies from the Civil Service Commission (CSC), as well as joint circulars from the Commission on Audit and the Department of Budget and Management. The initiative aims to reduce long commutes and traffic, conserve energy, and encourage the use of digital services, without compromising continuous public service.

In 2022, the CSC introduced Memorandum Circular No. 06, s. 2022, which advocates for flexible work arrangements in government agencies to ensure efficient public service while maintaining the health and safety of employees. Following this, various national and local government agencies, including the Department of Education, Department of Energy, Department of Finance, and Department of Social Welfare and Development, have issued their respective guidelines.

Units requiring daily on-site presence, such as those involved in animal care, will maintain their current schedules. The pilot program encompasses all DENR offices nationwide, including the Central Office, regional and provincial offices, and line bureaus like the Environmental Management Bureau (EMB) and the Mines and Geosciences Bureau (MGB).

The DENR also promotes the use of digital platforms and alternative service channels, allowing clients to access services remotely. The department will monitor employee performance, service quality, energy savings, and client satisfaction to decide on the potential permanent implementation of flexible work arrangements.
