Manila: Developers have been given until March 31, 2026, to comply with the Balanced Housing Development Program (BHDP) as per Republic Act (RA) 10884, according to the Department of Human Settlements and Urban Development (DHSUD). The DHSUD Secretary, Jose Ramon Aliling, announced that the ancillary sanctions for non-compliance have been further suspended due to prevailing economic challenges and the impact of recent natural events.
According to Philippines News Agency, the new deadline extends the previous target of December 31, 2025. This extension is part of the DHSUD's efforts to sustain economic activity and support President Ferdinand R. Marcos Jr.'s Pambansang Pabahay para sa Pilipino (4PH) Program. Secretary Aliling emphasized the importance of partnership with private developers in nation-building and economic growth amid current challenges.
The extended deadline aims to enable the private sector to accelerate the development of socialized housing projects under the Expanded 4PH Program, aligning with President Marcos Jr.'s directive. The program covers all socialized housing projects, including subdivisions and condominium developments.
The DHSUD had previously identified cases of non-compliance with the BHDP during the Zero Backlog Program, an initiative led by Supervising Senior Undersecretary Sharon Faith Paquiz. RA 10884 mandates that developers of new residential subdivision and condominium projects provide socialized housing, either through on-site development-15 percent for subdivisions and 5 percent for condominiums-or alternative compliance options.
