Makati: Department of National Defense (DND) Secretary Gilberto Teodoro Jr. has expressed a strong desire for the proposed multi-role fighter (MRF) program to advance as a complete package, incorporating an airborne warning and control system (AWACS) and aerial tankers for mid-air refueling. This comprehensive approach ensures that the MRF program functions as an operational force package, Teodoro stated during a media briefing at the Makati Shangri-La Hotel.
According to Philippines News Agency, Teodoro emphasized that the integration of these platforms would enable MRFs to perform their missions effectively. He highlighted the necessity of acquiring AWACS capability, which many countries find essential despite existing satellite technologies. AWACS aircraft are equipped with airborne radars for early warning and long-range detection of aircraft, ships, vehicles, and missiles. They also direct friendly aircraft and serve as airborne radar pickets or surveillance assets.
In addition to AWACS, Teodoro mentioned the need for tanker aircraft to support the proposed MRFs, extending their operational range through mid-air refueling. These aerial tankers can transfer fuel to fighter and attack aircraft using a probe-and-drogue system. Teodoro acknowledged that while purchasing MRFs is straightforward, acquiring these assets with sufficient stores, reserves, and munitions is crucial, albeit costly.
Teodoro pointed out the importance of consistent coordination with the Department of Finance (DOF) and the Department of Budget Management (DBM) to ensure ongoing funding. He stressed that the Philippines aims to avoid acquiring military equipment that lacks operational impact or deterrence value. The DND is committed to ensuring that each peso spent is justified, aiming for optimal use of the MRFs rather than merely showcasing them at air shows.
Earlier reports indicated that the Philippines had shortlisted the Lockheed Martin F-16 Block 70/72 "Viper" and the Saab JAS-39C/D "Gripen" as potential MRFs. The acquisition project is budgeted at PHP61 billion. The F-16 Block 72/70 is the latest advanced F-16 model, equipped with sophisticated radar systems and advanced weaponry. Meanwhile, the JAS-39 "Gripen" C/D, known for its reliability and minimal operational requirements, features advanced radar, sensors, and weapons.
