Manila: Senate President Pro Tempore Jinggoy Estrada on Wednesday expressed support for newly-appointed Philippine National Police (PNP) chief Gen. Nicolas Torre III's reform agenda, emphasizing the need for immediate improvements in the police force's responsiveness and professionalism.
According to Philippines News Agency, Estrada, who chairs the Senate Committee on National Defense and Security, praised Torre's initial decisions, which demonstrate an understanding of the urgent changes required within the PNP. These include relieving officials who did not meet the five-minute police response time standard. Estrada noted that leadership is about guiding the institution in the right direction and making difficult decisions.
The senator commended Torre's implementation of eight-hour work shifts for police personnel, suggesting this could enhance work-life balance, raise morale, and ensure officers are more alert and focused while on duty. Although Estrada initially had reservations about Torre's appointment, he acknowledged that the reforms point to a leadership style focused on results, accountability, technological advancements, and internal cohesion.
Estrada highlighted that while systemic change is a gradual process, Torre's initiatives are critical steps toward building public trust in law enforcement. He stressed the importance of public confidence in the police and urged authorities to ensure that reforms are supported by fair treatment and adequate incentives for dedicated and professional rank-and-file officers.
