Ex-DPWH Official Links Senator Escudero to Sorsogon Streetlights Project and PHP160-Million Deal

Manila: Former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo has implicated Senator Francis "Chiz" Escudero in a streetlights project in Sorsogon and a purported PHP160-million transaction. This revelation came in a supplemental affidavit submitted to the Senate Blue Ribbon Committee.

According to Philippines News Agency, Bernardo's affidavit, dated September 25, 2025, details an encounter during the confirmation hearing of then DPWH Secretary Manuel Bonoan in August 2022. During this meeting, Senator Escudero reportedly voiced concerns regarding the absence of streetlights in Sorsogon. Bernardo claims to have communicated Escudero's request to Secretary Bonoan.

Bernardo further recounted receiving a list of projects from Escudero's brother-in-law, which included the streetlights initiative. He confirmed the streetlights project to be intended for Senator Escudero. In addition, Bernardo alleged that businessman Maynard Ngu, known to be Escudero's close associate and campaign contributor, facilitated a meeting between him and Escudero in 2023 at a private venue in Makati City. During this meeting, Escudero reportedly expressed his familiarity with the workings of the DPWH and requested the release of funds.

The former DPWH official also mentioned the delivery of PHP160 million to Escudero in the first quarter of 2025, as referenced in his earlier affidavit. Bernardo described a subsequent encounter with Escudero and Ngu in July 2025, wherein Escudero thanked him.

Senator Escudero has previously denied any involvement in alleged irregularities concerning flood-control funds, dismissing the accusations as unfounded and politically driven. He emphasized his clean record as a lawmaker and stated that he has not engaged in or gained from projects outside his legislative responsibilities.

The supplemental affidavit was filed following inquiries from the Department of Justice and the National Bureau of Investigation seeking clarification on Bernardo's initial statement concerning alleged irregularities in flood control projects currently under Senate scrutiny.
