Manila: The Metropolitan Manila Development Authority (MMDA) stated on Thursday that CCTV footage of a white SUV with protocol plate number '7' was promptly released to requesting parties and was not withheld. MMDA Chair Don Artes confirmed that there was no attempt to conceal or hide any information related to the incident and that all requests for the footage were fulfilled within minutes. According to Philippines News Agency, the MMDA granted the Department of Transportation (DOTr) - Special Action and Intelligence Committee for Transportation (SAICT) access to the footage on the same day it was requested. The footage was also provided to the DOTr, Land Transportation Office (LTO), and the office of Senator Raffy Tulfo the following day. Artes mentioned that any miscommunication with Senator Tulfo has been resolved, and there is a call for further review to determine the entry and exit points of the SUV on the busway and whether it re-entered after initially leaving. Artes explained that there were no MM DA personnel assigned to the busway due to their withdrawal on June 30. The management of the busway was transferred to the DOTr-SAICT, the Land Transportation Franchising and Regulatory Board (LTFRB), and the Philippine Coast Guard (PCG). The decision to withdraw MMDA personnel was due to the agency's need to reallocate staff in light of rerouting caused by ongoing rehabilitation of flyovers and bridges along EDSA. On Wednesday, the LTO identified the driver of the white Cadillac Escalade with protocol plate number '7' as Angelito Edpan. The vehicle is registered under Orient Pacific Corp (OPC), a company linked to billionaire entrepreneur William Gatchalian and his family, according to Securities and Exchange Commission (SEC) records. In response to the incident, Senator Sherwin Gatchalian expressed his disapproval of the traffic violations committed by those managing Orient Pacific Corp. He emphasized his commitment to adhering to rules and laws and stated that the issue is now in the hands of the Land T ransportation Office, which is responsible for resolving the matter.
