Manila: Work in government offices and classes at all levels in public and private schools in Metro Manila and 10 provinces were suspended Thursday afternoon due to continuous heavy rainfall associated with the southwest monsoon or "habagat." Executive Secretary Ralph Recto, by the authority of the President, signed Memorandum Circular 125 ordering the suspension effective at 3 p.m. on Aug. 13, upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC).

According to Philippines News Agency, the suspension covers the National Capital Region (NCR) and the provinces of Zambales, Bataan, Bulacan, Pampanga, Tarlac, Nueva Ecija, Cavite, Batangas, Rizal, Laguna, and Quezon. The circular stated that government agencies involved in basic and health services, disaster preparedness and response, and other vital services must continue operations and provide necessary assistance.

Local chief executives have the authority to order localized suspension of classes and government work in other areas in accordance with existing laws, rules, and regulations. The suspension of work in private companies and offices remains at the discretion of their respective heads.
