Manila: Every Tuesday, department heads and members of the Sangguniang Panlalawigan (Provincial Board) of Ilocos Norte meet for breakfast not just to bond, but more importantly to discuss the issues and concerns of the province. Similar to an informal family gathering, the morning assembly is presided over by Governor Cecilia Araneta-Marcos or "Nanay Ces," as she is fondly called by many around her.
According to Philippines News Agency, Governor Marcos emphasized that the weekly breakfast meetings are not formal agenda meetings but are intended as fellowship bonding with her Provincial Government of Ilocos Norte (PGIN) family. She initiated these meetings last month to better familiarize herself with the officials under her leadership. The governor believes that breakfast is an optimal time to convene, as participants are likely to be fresh and more engaged.
In a separate interview, provincial board member Hanson Chua praised the initiative as a beneficial practice, suggesting that the governor may have been inspired by her studies in public administration. Chua highlighted the importance of having administrative and legislative branches collaborate to address issues and concerns more effectively.
Chua further explained that discussions during these gatherings focus on improving efficiency and expediting work for the public's benefit. Marlon Sales, another provincial board member, echoed this sentiment, noting that the initiative yields productive results.
Since taking office, Governor Marcos has actively encouraged open communication among capitol employees to dispel "maling akala" (wrong assumptions) and promote the province's advancement.
