MALASIQUI: The Regional Disaster Risk Reduction and Management Council's (RDRRMC) 1 (Ilocos Region) Emergency Operations Center raised its alert status to red on Thursday in response to the looming threats posed by Typhoon Marce, internationally known as Yinxing. The council has also activated the Charlie Emergency Preparedness and Response (EPR) Protocol, effective from 8 a.m. According to Philippines News Agency, the red alert status signifies an imminent emergency situation, necessitating the highest level of monitoring, coordination, and reporting. The Charlie EPR protocol is indicative of a high-risk scenario. The council secretariat of RDRRMC-1 has requested all local Disaster Risk Reduction and Management (DRRM) offices to submit their preparedness measures and anticipated needs, along with situational reports, to their respective provincial DRRM offices for consolidation and submission to RDRRMC-1. In its 11 a.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administrat ion (PAGASA) announced that Tropical Cyclone Wind Signal (TCWS) No. 4 has been raised over the northern part of Cagayan, including Babuyan Islands, and parts of Apayao and Ilocos Norte. TCWS No. 3 is in effect over Batanes, the rest of Cagayan, Apayao, Ilocos Norte, and portions of Abra and Ilocos Sur. TCWS No. 2 covers northern and central parts of Isabela, Abra, Kalinga, Mountain Province, and parts of Ifugao, Benguet, and Ilocos Sur, while TCWS No. 1 is in effect in the rest of La Union, Pangasinan, Ifugao, Benguet, and Isabela, as well as other nearby areas. In Ilocos Norte, disaster response officials are focusing on flood-prone areas. Governor Matthew Joseph Manotoc urged residents to stay home, secure their properties, and remain vigilant for flying debris. He also announced the cancellation of classes at all levels and government work. In Laoag City, Dr. Melvin Manuel, head of the city DRRM office, highlighted the monitoring of low-lying villages prone to flooding. He advised residents to move thei r animals to safer grounds and prepare for pre-emptive evacuation, noting that evacuation centers and 2,800 relief packs are ready. Manuel emphasized the importance of informing village chiefs for proper coordination and quick response, although the current rainfall remains manageable.
