MANILA: President Ferdinand R. Marcos Jr. has enacted the Enterprise-Based Education and Training (EBET) Framework Act, a significant legislative measure aimed at combating underemployment in the Philippines. The new law, known as Republic Act 12063, seeks to institutionalize and bolster apprenticeship programs to align skills with job market demands and cultivate a globally competitive workforce. According to Philippines News Agency, the EBET Framework Act is a priority for the Marcos administration, which aims to improve national employment statistics through targeted upskilling and career development initiatives. Recent data from the Philippine Statistics Authority (PSA) reveal positive trends in employment and unemployment under the current administration. President Marcos expressed optimism that the EBET law will sustain and further enhance these improvements. During the ceremonial signing at Malacañang, President Marcos emphasized that the new law will address skill mismatches and lack of formal train ing by establishing a comprehensive framework for career advancement and industry-relevant skills. This initiative aims to provide accessible and pertinent skill training for Filipino workers, focusing on foundational and mid-level competencies to facilitate immediate employment. The President highlighted that the EBET Framework will open pathways for professional growth, employment, and entrepreneurship, thereby fostering a workforce capable of meeting global standards. The law also aims to strengthen collaboration with the private sector to ensure training programs are aligned with industry needs. The EBET Framework Act will integrate various approaches, such as apprenticeship, leadership, and dual training systems, into a cohesive and inclusive structure. Lawmakers have welcomed the law's passage, recognizing its potential to significantly address the job-skills mismatch in the country. Senator Joel Villanueva, the principal author and sponsor of the EBET Act in the Senate, expressed confidence that the law will empower Filipinos to succeed in a rapidly evolving economy. He noted that the law will make skill development more accessible and targeted, enhancing employment opportunities and competitiveness. Senator Sherwin Gatchalian echoed similar sentiments, asserting that the EBET Act will improve job readiness among technical-vocational education and training graduates by increasing the number of enterprise-based trainees. Baguio City Representative Mark Go, chair of the House Committee on Higher and Technical Education, stated that the EBET Act will equip the Filipino workforce with necessary skills, ultimately leading to a more employable workforce and addressing job-skills mismatches. Karol Mark Yee, Executive Director of the Second Congressional Commission on Education (EDCOM II), emphasized the importance of aligning EBET policies with industry needs. He noted that the EBET Act is a key priority for EDCOM II, as it plays a critical role in preparing the workforce for the labor market while remaining adaptable to challenges faced by stakeholders and learners.
