Manila: The Department of Information and Communications Technology (DICT) announced on Thursday that the 2025 GSMA Mobile Connectivity Index (MCI) Report serves as an important reminder of the ongoing efforts needed to achieve universal, reliable, and affordable digital access for Filipinos. The report revealed a slight decline in the Philippines' score, from 68.31 to 67.69, indicating the challenges that remain in bridging the digital divide.
According to Philippines News Agency, the DICT emphasized that the report should be seen not as a setback but as a guide to reinforce the focus on closing the digital divide, aligning with President Ferdinand R. Marcos Jr.'s goal of a digitally connected nation. One proposed solution is the passing of the 'Konektadong Pinoy Act,' designed to promote and streamline the rollout of broadband services nationwide.
The act aims to lower operational barriers and encourage competition, which is expected to reduce internet costs by 2028 and enhance the deployment of high-quality connectivity in both urban and rural areas. The legislation also seeks to implement open-access policies, facilitate infrastructure sharing among telecommunications providers, and streamline permitting processes for broadband rollout.
Furthermore, the DICT plans to expand the 'Free WIFI for All Program,' which offers free WIFI in geographically isolated and disadvantaged areas (GIDAs). This initiative is supported by ongoing digital literacy and capacity-building programs to ensure Filipinos can fully utilize the connectivity once available.
The GSMA MCI Report evaluated the Philippines based on infrastructure, affordability, consumer readiness, and content and services. While the country scored well in infrastructure (80.2) and consumer readiness (82.7), it lagged in affordability (48.5) and content and services (65.3). These areas are being targeted through legislative, operational, and community-driven efforts.
The DICT remains committed to improving connectivity access for all Filipinos, particularly the underserved, and continues to push for stronger digital foundations to ensure comprehensive online accessibility.
