Marcos Appoints Vince Dizon as New DPWH Chief Following Bonoan’s Resignation

Manila: President Ferdinand R. Marcos Jr. has accepted the resignation of Public Works and Highways Secretary Manuel Bonoan, effective September 1, as announced by Malaca±ang on Sunday. Bonoan's resignation comes amid ongoing investigations into anomalous flood control projects, with his letter emphasizing support for the administration's push for 'accountability, transparency, and reform.'

According to Philippines News Agency, Marcos has appointed Transportation Secretary Vince Dizon as the new chief of the Department of Public Works and Highways (DPWH). Dizon has been instructed to conduct a comprehensive organizational review to ensure that public funds are allocated solely towards infrastructure projects that benefit and protect the Filipino people.

A day prior to the announcement, the DPWH released a taped video message from Bonoan, who expressed that resigning was not a solution to the issues facing the department. "Leaving or avoiding responsibility is not the right way to find a solution. I will accept accountability. But remember, I will not tolerate or allow any kind of corruption," Bonoan stated. He expressed heartbreak over the corruption occurring under his leadership despite strict policies against such practices.

In a related move, lawyer Giovanni Lopez has been appointed as the acting Secretary of the Department of Transportation. Lopez, who has served as the Undersecretary for Administration, Finance, and Procurement since February, has previously overseen railway, aviation, and maritime projects in senior roles. This appointment aims to ensure continuity in transport modernization programs.

Additionally, President Marcos has called for the establishment of an independent body to investigate the anomalies in flood control projects. This body will be tasked with reviewing projects, identifying irregularities, and recommending measures for accountability.

The Palace noted that these decisions underscore the administration's commitment to eradicating corruption, strengthening institutions, and delivering transparent and effective public service as part of the 'Bagong Pilipinas' (New Philippines) initiative.
