MMDA Implements Body Cameras for No Contact Apprehension Policy

Pasig city: The Metropolitan Manila Development Authority (MMDA) has commenced the use of body-worn cameras to enhance the implementation of the No Contact Apprehension Policy (NCAP). This initiative aims to bolster the monitoring and documentation of traffic operations across Metro Manila.

According to Philippines News Agency, MMDA Chair Don Artes announced in a press conference at the MMDA head office that the newly formed Swift Traffic Action Group (STAG) will utilize body cameras connected to the MMDA Communications and Command Center. This setup will facilitate real-time observation and documentation of operations on the ground. Initially, the body cameras will cover key Metro Manila thoroughfares and designated Mabuhay Lanes, with plans to expand once a ban on street parking is approved.

Traffic Operations Officer IV Edison 'Bong' Nebrija will lead the group, implementing a buddy system during road-clearing activities. One officer will wear the camera while the other records and issues notices of violation. All STAG personnel have received comprehensive training in the proper use of these devices and adherence to data privacy protocols, ensuring lawful and ethical practices.

Artes emphasized that the body cameras will aid in enforcing traffic rules strictly while minimizing potential conflicts between motorists and traffic enforcers. He referenced MMDA Resolution 16-01, series of 2016, which permits the use of digital and CCTV cameras for enforcing traffic policies like the NCAP.

STAG will launch the initial phase of anti-illegal parking operations, with subsequent assessments and actions by the Special Operations Group - Task Force for Road Clearing (SOG-TFRC) to maintain compliance. Artes clarified that STAG will focus on no-contact apprehension using body cameras, while SOG-TFRC, led by Traffic Operations Officer III Gabriel Go, will handle the physical removal of illegally parked vehicles.

For violations, notices will be given directly to present drivers or placed on the windshield if the driver is absent. All recorded violations by STAG will undergo manual review by NCAP personnel. As of Monday, the MMDA reported 65,918 violations captured through NCAP, with 36,255 validated.
