Nearly 10,000 Bicol Farmers Liberated from PHP418 Million Debt and Granted Land Titles

Manila: Nearly 10,000 agrarian reform beneficiaries (ARBs) in the Bicol Region have been granted land titles and relieved of debt amounting to over PHP418 million. This initiative, carried out by the Department of Agrarian Reform (DAR), aims to enhance farmers' ownership of agricultural lands and improve their livelihoods.

According to Philippines News Agency, during a distribution ceremony at the Ibalong Centrum for Recreation, DAR Undersecretary for Field Operations Kazel Celeste emphasized the government's commitment to its agrarian reform initiatives. These efforts are crucial in empowering farmers who are central to ensuring the country's food security.

Celeste highlighted the significance of debt condonation for farmers, noting that the financial relief allows them to invest in farm development. "The removal of these debts is a huge relief because the money that would have been used to pay their loans can now be invested in developing and improving their farms," she explained.

The DAR has distributed 11,247 land titles and Certificates of Condonation with Release of Mortgage (CoCRoMs), covering 15,533.92 hectares of agricultural land, to 9,920 ARBs from the Bicol provinces of Albay, Camarines Sur, Camarines Norte, Catanduanes, Masbate, and Sorsogon. This initiative, under the New Agrarian Emancipation Act, erases PHP 418.2 million in unpaid agricultural amortization, enabling beneficiaries to fully own their lands without financial burdens.

Celeste reaffirmed DAR's commitment to providing support services beyond land title distribution, including the provision of farm machinery and equipment. She noted that this aligns with President Ferdinand R. Marcos Jr.'s directive to maintain continuous support for agrarian reform beneficiaries.

In addition to land title distribution, DAR has also inaugurated three farm-to-market roads in Polangui, Libon, and Oas in Albay, benefiting 1,243 ARBs and approximately 11,000 residents. Moreover, farm machinery and equipment were distributed to 51 agrarian reform beneficiary organizations under the Climate Resilient Farm Productivity Support Project to boost farm productivity and resilience.

Farmers like 89-year-old Felicita Espejo from Oas, Albay, have expressed gratitude for finally receiving land titles after decades of waiting. Espejo, who maintained corn and coconut trees, is relieved to have secured ownership despite the challenges posed by typhoons.

Similarly, Nini Noceto Macasinag from Daraga, Albay, shared her relief after waiting 15 years for her land title. She recounted the financial difficulties that prevented her from making payments to the bank, expressing gratitude for the eventual receipt of her certificate.

The DAR assures continuous assistance to the agricultural sector, further strengthening the livelihoods of farmers across the region.
