Mindanao: A new monitoring mechanism called Bantay MIADP (Mindanao Inclusive Agriculture Development Project) was launched here on Wednesday to strengthen transparency, accountability, and stakeholder participation in development projects across Mindanao.
According to Philippines News Agency, Bantay MIADP serves as an anti-corruption and citizen engagement mechanism under the Institutional Strengthening Action Plan (ISAP), supported by the World Bank (WB). "Today, as we launch Bantay MIADP, we are strengthening a culture of accountability, transparency, and shared responsibility," said Macario Gonzaga, Department of Agriculture - Davao Region director and MIADP Project Support Office director, in an online press briefing.
He explained that the logo's shield symbolizes protection of integrity and adherence to honest management standards. The initiative provides a platform for reporting irregularities, monitoring project activities, and ensuring that programs benefit their intended communities, particularly Indigenous Peoples (IPs) and Indigenous Cultural Communities. "Bantay MIADP sends a clear message - accountability is everyone's responsibility to detect, report, and protect," Gonzaga said.
WB task team leader Paula Beatrice Macandog emphasized that empowering citizens to raise concerns leads to better project outcomes. "Bantay MIADP will help us shift from checking compliance after problems occur to catching risks as they happen or before they happen. From being reactive to being proactive," she said, noting that the value lies in the consistent application of the initiative.
MIADP legal officer John Dy Flauta explained that the mechanism follows WB anti-corruption practices that cover corrupt, fraudulent, collusive, coercive, and obstructive acts. He urged citizens to use the grievance redress mechanism to report workplace issues, disputes, policy violations, or corruption-related cases. "We don't need a complicated or very formal complaint-what's important is the information will be submitted for us to act on or investigate," Flauta said, adding that serious anomalies may escalate to formal complaints before the prosecution or the Office of the Ombudsman.
MIADP is a six-year (2023-2028) initiative of the DA, funded by the WB, aimed at empowering IPs in Mindanao by sustainably increasing agricultural productivity, resiliency, and market access.
