Northern Samar Celebrates Peace as 16 Towns Declared Insurgency-Free

Northern samar: The Northern Samar provincial government has reaffirmed its commitment to sustaining peace gains following the declaration of the province's 16 towns as insurgency-free. In a statement Thursday, Governor Harris Ongchuan said lasting peace requires the collective commitment of government agencies, local government units, security forces, and communities. "Peace is sustained through shared responsibility, genuine collaboration, and unwavering commitment to public service," Ongchuan said.

According to Philippines News Agency, all 14 towns in the first congressional district and the municipalities of Laoang and San Roque attained a Stable Internal Peace and Security Condition (SIPSC) status. The declaration was formalized through the signing of a memorandum of understanding (MOU) between the last week of June and early July. Ongchuan added that the provincial government remains committed to working closely with partner agencies and communities to ensure that peace results in greater opportunities and an improved quality of life for the people of Northern Samar.

According to the provincial government, the SIPSC declaration signifies not only improved peace and security but also the readiness of communities to sustain peace, strengthen public trust, and accelerate the delivery of government programs and basic services. The declaration is also expected to encourage investments, create more livelihood opportunities, boost tourism, and support other development initiatives across the province.

According to the military, the improved peace and security situation is expected to support the continued delivery of government services, expand livelihood opportunities, strengthen local businesses, and improve access to education and other basic services in formerly conflict-affected communities. Northern Samar province, known in the past as a hotbed of the New People's Army, has 24 towns, of which eight are still working to earn the SIPSC status.
