P4-B Waste-to-Energy Project Secures Backing in New Clark City

New clark city: A PHP4-billion waste-to-energy (WTE) facility planned for New Clark City in Tarlac has garnered support following a stakeholder consultation, the Bases Conversion and Development Authority (BCDA) announced on Monday. The project, spearheaded by Indian firm Uttamenergy Limited, was part of the agreements reached during President Ferdinand R. Marcos Jr.'s state visit to India from August 4-8, 2025. According to Philippines News Agency, BCDA President and CEO Joshua Bingcang stated that the initiative aligns with the administration's priority agenda by bolstering environmental protection, enhancing energy security, and implementing modern waste management systems. Bingcang emphasized the project's potential to offer long-term environmental and economic benefits to the country. The BCDA highlighted that Environment Secretary Raphael Lotilla has shown support for the facility, which incorporates technologies utilized in Japan, Sweden, Germany, China, and Singapore. Recently, representatives from BCDA, the Department of Environment and Natural Resources, the project consortium, and the academe convened to deliberate on the facility's design, which aims to generate 12 megawatts of power by processing up to 600 metric tons of municipal solid waste daily. The agency further elaborated that the project seeks to significantly reduce landfill dependency by cutting waste volume by up to 80-90 percent through controlled thermal treatment. This strategy addresses the issue of long-term landfill scarcity while offering a structured and environmentally managed disposal system for local government units. By employing waste-to-energy technology with a 70-year global track record, the facility is projected to produce multiple recoverable outputs, including clean electricity for the Luzon grid.
