Manila:The Philippine Amusement and Gaming Corporation (PAGCOR) announced a significant revenue decline of 23.4 percent, with total revenues reaching PHP64.41 billion in the first nine months of 2025. This decrease is attributed to weaker earnings from gaming operations and related services.
According to Philippines News Agency, PAGCOR's revenues from the electronic gaming sector experienced a sharp drop of 37.23 percent, decreasing from PHP44.03 billion in 2025 to PHP27.63 billion. The licensed casino segment also saw a decline, with revenues falling by 3.22 percent to PHP23.10 billion. Additionally, PAGCOR's Casino Filipino branches reported an 8 percent decrease in revenues to PHP7.28 billion, while poker operations revenues dipped by 4.60 percent to PHP105.86 million.
Overall, revenues from gaming operations fell 23.44 percent to PHP58.13 billion from PHP75.93 billion during the same period last year. Earnings from other related services decreased by 38.59 percent to PHP3.04 billion, whereas other income remained nearly flat at PHP3.23 billion. PAGCOR's net income suffered a considerable decline, dropping to PHP2.17 billion from PHP14.32 billion last year. This was partly due to a Supreme Court ruling mandating PAGCOR to remit 5 percent of its gross revenues to the Philippine Sports Commission, almost double the previous remittance levels.
Despite the revenue decrease, PAGCOR chairperson Alejandro Tengco emphasized the corporation's commitment to enhancing operations and regulatory oversight, ensuring that revenues support government programs and services. Tengco stated, "While we recognize the impact of lower gaming revenues on our financial performance, PAGCOR remains committed to carrying out its mandate. We will continue to pursue responsible and sustainable operations while ensuring that the gaming industry adheres to regulatory standards."
Despite the challenges, PAGCOR reported remitting PHP45.28 billion in contributions to nation-building and other statutory obligations during the period. This includes PHP27.61 billion to the National Treasury, PHP3.01 billion to the Philippine Sports Commission, PHP2.90 billion for government franchise taxes, PHP11.19 billion for socio-civic projects, PHP511.95 million for Casino Filipino host cities, PHP28.22 million in sports incentives for national athletes and their coaches, and PHP15.85 million in corporate income tax.
