PBBM Diverts PHP36 Billion from Flood Control to DSWD Social Programs

Manila: President Ferdinand R. Marcos Jr. announced the redirection of PHP36 billion originally earmarked for flood control projects to the Department of Social Welfare and Development (DSWD) to bolster social welfare initiatives. This decision was revealed during a gathering with beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) at Malaca±ang Palace, coinciding with the National Family Congress 2025.

According to Philippines News Agency, the President disclosed that the funds, initially allocated to the Department of Public Works and Highways (DPWH) for flood control, will now support various DSWD programs. These include the 4Ps, Assistance to Individuals in Crisis Situations (AICS), Sustainable Livelihood Program, and Payapa at Masaganang Pamayanan (PAMANA) Program. President Marcos emphasized the importance of these programs in providing essential support to low-income households and ensuring no Filipino family is left behind.

During his address, President Marcos highlighted the significance of family as a societal pillar, noting that strong families contribute to robust communities and, consequently, national progress. He also mentioned that his administration is evaluating potential amendments to Republic Act 11310, known as the 4Ps Act, to better align the program with the evolving needs of Filipino families.

The 4Ps initiative, which serves as the government's primary conditional cash transfer program, aims to alleviate poverty by offering financial assistance to the country's most impoverished families. Since its launch, it has positively impacted millions by enhancing health, education, and overall well-being.

President Marcos assured that any amendments to the 4Ps Act would address current challenges, ensuring the program's continued effectiveness and sustainability. He reiterated his commitment to improving living conditions for all Filipinos.

The event also celebrated 18 standout families from the 4Ps program, acknowledged as Huwarang Pantawid Pamilya, who received plaques and cash awards totaling PHP10,000 each.
