PNP Initiates Review of Protocols to Combat Violence Against Women Within Ranks

Manila:The Philippine National Police (PNP) announced on Wednesday the launch of an urgent institutional review of its early warning and disciplinary protocols aimed at eliminating violence against women within its ranks.

According to Philippines News Agency, PNP Chief Gen. Jose Melencio C. Nartatez Jr. emphasized the police force's zero-tolerance policy towards violence against women, particularly when the alleged perpetrator is a member of the police service. He assured that allegations will be thoroughly investigated and any personnel found culpable will face appropriate legal sanctions.

This directive follows the filing of an administrative complaint on October 27 with the National Police Commission (Napolcom) by a teacher from Mindanao. The complainant accused her live-in partner, a police corporal stationed at Camp Crame, of nearly nine years of repeated abuse. Nartatez has instructed relevant units to work closely with Napolcom and support the ongoing proceedings.

Nartatez highlighted the importance of accountability as a fundamental principle of the police service, stressing that disciplinary measures should be unbiased and evidence-driven. He called for the strengthening of early reporting, intervention, and accountability mechanisms to address warning signs before further harm occurs.

Napolcom Commissioner Rafael Vicente Calinisan noted the need to address the mental health and welfare of police personnel, acknowledging the challenges and pressures inherent in police work. He stated that Napolcom had identified this need during station visits and had engaged with professional organizations for support.

Calinisan mentioned that Napolcom is collaborating with Dr. Miriam Cue, chairperson of the Professional Regulatory Board of Psychology, to provide police personnel with mental health support through screening and consultations. Steps are being taken to ensure officers receive the necessary support throughout their service.
