Manila: The draft circular on nuclear power, set for discussion during a public consultation next week, proposes to offer power distribution utilities (DUs) an additional option to meet energy demand, according to a Department of Energy (DOE) official. DOE's Energy Utilization Management Bureau Director Patrick Aquino stated that the proposal provides DUs with alternative sources of capacity.
According to Philippines News Agency, the proposed circular is not a mandate but is guided by the principles of the Electric Power Industry Reform Act (EPIRA) regarding the least cost. Aquino emphasized that the circular gives electric power industry participants the choice to engage in a nuclear power project if deemed suitable for their needs. This initiative will be examined further during a hybrid public consultation hosted by the DOE on July 15, aimed at expanding the country's energy mix to enhance energy security.
The benefits of using nuclear energy include environment-friendly power generation without emissions, support for economic growth due to a value-intensive chain, and grid harmonization. Aquino also highlighted the competitive pricing of nuclear power.
The DOE's earlier statement noted that the draft circular's release precedes the anticipated signing of the proposed Philippine National Nuclear Energy Safety Act, which will establish the Philippine Atomic Energy Regulatory Authority (PhilAtom). Aquino assured the public that safety, security, and safeguards would be adhered to if the country pursues nuclear energy.
