Remulla to Issue Memo Reversing SALN Restrictions

Manila: Ombudsman Jesus Crispin Remulla on Friday announced plans to issue a memorandum next week aimed at making the Statement of Assets, Liabilities, and Net Worth (SALN) of public officials accessible to the public. This move is part of an effort to enhance transparency within government operations.

According to Philippines News Agency, Remulla stated during a press briefing that the policy is set to be operational soon, with the mechanics currently being prepared. He emphasized the importance of allowing access to specific information rather than entire files, to prevent potential misuse of the data. Remulla also mentioned the possibility of redacting certain information to safeguard it from being weaponized.

Remulla highlighted that under existing rules, SALN information should be available 10 days after filing and remain accessible for up to 10 years. He expressed willingness to provide access to information of incumbent public officials, while considering national security and privacy concerns. The policy, he confirmed, would apply to figures such as former President Rodrigo Duterte, Vice President Sara Duterte, and President Ferdinand R. Marcos Jr.

Additionally, Remulla revealed plans for internal reforms within his office, including a potential reshuffle of personnel. He noted that personnel movement is inevitable and aimed at enhancing trust and confidence within the institution. Remulla expressed a desire to improve the Ombudsman's performance in non-prosecutorial functions by reviving resident ombudsmen in government offices and enhancing overall government efficiency.

Furthermore, Remulla intends to explore the expansion of cyber warrants for data collection in investigations. He stressed the importance of the Ombudsman's role as a protector of public interest, emphasizing a proactive approach to safeguarding public welfare.
