Manila: Speaker Ferdinand Martin Romualdez announced that the House of Representatives has effectively crafted and passed significant legislation to improve the lives of Filipinos. During the final session of the 19th Congress, Romualdez emphasized the House's commitment to prioritizing service over politics and taking decisive action to enact meaningful change.
According to Philippines News Agency, Romualdez reported that from July 2022 to June 10, 2025, the House members filed 11,557 bills and 2,393 resolutions. They successfully passed 1,565 measures, enacted 287 national and local laws, and maintained an average of processing 29 measures per day over 188 session days. Romualdez highlighted that the focus was not merely on the volume of legislation but on the value these laws provided to the Filipino people.
The Speaker underscored the importance of several key legislative achievements. The House secured the country's sovereignty by passing the Philippine Archipelagic Sea Lanes Act, the Philippine Maritime Zones Act, and the Self-Reliant Defense Posture program. Furthermore, farmers were protected through the Anti-Agricultural Economic Sabotage Act, and forgotten industries were revived with the Salt Industry Development Act. The Maharlika Investment Fund Act, Ease of Paying Taxes Act, and CREATE MORE Act were also pivotal in unlocking investments.
In education and employment, the House made strides with the Academic Recovery and Accessible Learning (ARAL) Program Act, Expanded Tertiary Education Equivalency and Accreditation (ETEEAP) Program Act, and Enterprise-Based Education and Training (EBET) Framework Act. Additionally, the country adapted to a digital future through the Internet Transactions Act and the VAT on Digital Services law, and sustainable energy expansion was facilitated by the Philippine Natural Gas Industry Development Act and amendments to the EPIRA law.
Romualdez emphasized that these laws are strategic shifts, redefining the government's role from passive bystander to active catalyst, and aligning each measure with national transformation goals. The legislation supported President Ferdinand R. Marcos Jr.'s Bagong Pilipinas governance agenda and the Philippine Development Plan 2023-2028, translating vision into actionable law.
The success of the House was attributed to the strong partnership between the Executive and Legislative branches. This collaboration resulted in the approval of 63 out of 64 bills in the Common Legislative Agenda, enactment of 33 into law, and passage of 27 out of 28 LEDAC priority measures. Romualdez highlighted that this unity was essential for aligning government purpose with the priorities of the Filipino people, ensuring effective governance as one unified entity.
