Sagay City Opens PHP15-Million Facility for Youth Rehabilitation

Manila: Sagay City in Negros Occidental is taking significant strides to offer a safer environment for children and youth in conflict with the law through its newly inaugurated PHP15-million facility. "It is our responsibility to help those who have fallen to rise again, especially our youth," stated Mayor Leo Rafael Cueva during the opening ceremony.

According to Philippines News Agency, the Sagay City Development Center for the Youth, located at Eusebio Heights in Barangay Paraiso, officially opened its doors on July 15. The center is designed to accommodate up to 12 male occupants, providing them with rehabilitation, guidance, and opportunities for personal development. Mayor Cueva highlighted the local government's commitment to fostering the growth and development of children, who make up approximately 65 percent of the city's population.

City Social Welfare and Development Officer Henrik Ollano described the center as a place of hope and new beginnings, emphasizing the support and guidance it aims to provide to its young occupants. The facility, funded by the local government unit and situated on a one-hectare property donated by the Escario family, includes a 315.90-square meter main building funded with PHP10 million in 2021, as well as a PHP5-million perimeter fence and concrete pavement set for 2026.

Ricky Alvarado, head of the Sagay City Development Center, stressed the importance of understanding and compassion for children in conflict with the law, advocating for opportunities to change rather than defining them by their past mistakes. The initiative aligns with Republic Act 9344, or the Juvenile Justice and Welfare Act of 2006, which focuses on rehabilitation and diversion for minors instead of incarceration.
