Samar: The Samar provincial government has completed 17 houses for former rebels in two towns as part of efforts to eliminate insurgency. Ten units were handed over to former New People's Army (NPA) members in Calbiga town and seven in San Jose de Buan town. This marks the second batch of homes awarded to beneficiaries in San Jose de Buan, following the turnover of ten houses in April 2024.
According to Philippines News Agency, each 150-square-meter house costs PHP250,000 to PHP280,000 and features "amakan" (woven split-bamboo mats) with two bedrooms, a kitchen, and a living room. Samar Governor Sharee Ann Tan announced plans to expand the Saad nga Balay (promised houses) initiative to benefit more former rebels. She expressed gratitude to former rebels for choosing a peaceful life and highlighted how their lives have improved since abandoning the armed struggle.
The provincial government, in collaboration with the Philippine Army, the Office of the Presidential Adviser on Peace and Reconciliation, the Unity Program, and other agencies, launched the housing project in San Jose de Buan in September 2023, aiming to build 17 units. A similar project began in Calbiga in May 2024, with plans to construct 10 houses. In Matuguinao town, the government plans to build 30 homes.
Using the 'bayanihan' concept, the project allows active participation from government agencies in providing shelter to former rebels who surrendered and wish to lead a normal life. The initiative aims to provide a safe and decent home for former rebels, offering livelihood opportunities and facilitating their integration into mainstream society. It is also expected to encourage NPA members and supporters to surrender and avail themselves of government benefits, allowing them to live peacefully and without fear.
Since 2020, several active NPA members and allies in Samar province have surrendered to authorities and turned over firearms.
