Rains with gusty winds are forecasted in the province, as stated by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

According to Philippines News Agency, seas are expected to be rough over the seaboards of Batanes, western seaboards of Babuyan Islands, and northern seaboard of Ilocos Norte. PAGASA has advised mariners of small seacraft, including all types of motorboats, to avoid venturing into the sea. It was last tracked 250 kilometers north of Itbayat, Batanes, moving east northeastward at a speed of 15 kilometers per hour.

The bureau also stated that the southwest monsoon, or "habagat," will cause strong to gale-force gusts across the Ilocos Region, Cordillera Administrative Region, and Cagayan Valley. Additionally, "habagat" is expected to bring occasional rains to Ilocos Region, Abra, Benguet, Zambales, and Bataan. Scattered rains and thunderstorms due to "habagat" will prevail across Metro Manila, the rest of Cagayan Valley, the rest of Cordillera Administrative Region, the rest of Central Luzon, Rizal, Cavite, Batangas, and Occidental Mindoro.

Meanwhile, PAGASA indicated that Ester may maintain its strength after traversing Taiwan.
