‘Speak Out, Reject Corruption,’ Recto Tells New Fire, Jail Officers

Manila: Executive Secretary Ralph Recto has urged newly commissioned officers of the Bureau of Fire Protection (BFP) and Bureau of Jail Management and Penology (BJMP) to reject corruption, uphold integrity, and speak out against wrongdoing as they begin careers in public service.

According to Philippines News Agency, Recto addressed the graduates at the Philippine Public Safety Academy's KADASIGAYON Class of 2026 commencement exercises on Monday. He reminded them that the authority symbolized by their uniforms carries a duty to protect the public, not exploit it. Recto emphasized that enriching oneself at the cost of public safety is the greatest betrayal of their oath.

Recto challenged the graduates to remain steadfast in their principles even under pressure and to report misconduct responsibly. He advised them to never let the pressures of service tempt them to compromise their principles or silence their conscience. Recto also emphasized the importance of addressing wrongdoing firmly and professionally, without unnecessary fanfare.

He warned the new officers against compromising ethical standards and urged them to avoid moral hazards. Recto stressed that public safety personnel must prioritize swift action over bureaucratic procedures, as lives often depend on it.

Recto highlighted the distinct but complementary roles of the BFP and BJMP, portraying firefighters as protectors of life and property and jail officers as facilitators of rehabilitation. He urged the graduates to exercise compassion in their interactions with victims, families, and inmates, noting that humanity in public service is as crucial as competence.

Recto concluded by invoking the KADASIGAYON Class motto, encouraging the graduates to wear their uniforms with honor, protect the public with urgency and compassion, and maintain public trust through unwavering integrity.
