Bicol: The Police Regional Office (PRO) 5 in Bicol has initiated the implementation of a new five-minute response time strategy, as directed by Philippine National Police (PNP) chief, Gen. Nicolas Torre III. This strategy aims to improve the responsiveness and modernity of policing across the region.

According to Philippines News Agency, PRO-5 Director, Brig. Gen. Andre Dizon, confirmed that seven cities in Bicol's six provinces have adopted this new response scheme. The cities involved are Ligao, Legazpi, and Tabaco in Albay; Iriga City and Naga City in Camarines Sur; Masbate City in Masbate; and Sorsogon City in Sorsogon province. The initiative involves an eight-hour duty patrol on the road, with regular simulation exercises (SimEx) to train personnel in radio communication and the use of body-worn cameras and other recording devices.

Dizon pointed out that other towns and remote areas are currently exempt from the five-minute response requirement due to tactical considerations, though efforts are being made to ensure the fastest possible response in emergencies. To support this strategy, PRO-5 plans to acquire necessary equipment, including body-worn cameras, radios, and vehicles for mobility.

In addition to SimEx, the police conduct communication exercises (CommEx) to refine the execution of the five-minute response strategy. These exercises are designed to enhance personnel deployment, route optimization, and command coordination during emergencies like crime incidents and vehicular accidents. The CommEx aims to bolster communication infrastructure, ensuring effective connectivity between police units, command centers, and the public.

Brig. Gen. Dizon also mentioned that the PNP chief is expected to visit over the weekend for the inauguration of the Sorsogon City Police Station, where a demonstration of the five-minute response capability is planned. The PRO-5 team is preparing to meet the standards set by the Chief PNP during this visit.
