Manila: The Baguio Water District (BWD) is seeking public help after reported water meter thefts, including a recent surge in cases that has disrupted water services to customers. BWD General Manager Salvador Royeca on Wednesday reported 25 water meter theft incidents from February to July, seven of which were recorded in June and eight in July, prompting the agency to call for greater public vigilance in protecting water facilities.

According to Philippines News Agency, the BWD has expressed concerns over these thefts, emphasizing the disruption in service and diversion of resources that could have been used for water supply improvements. Royeca highlighted the necessity of replacing stolen or damaged meters before service restoration, stating that these resources could have supported projects aimed at enhancing community water services.

BWD Information Officer Mark Pasagoy remarked on the unusual nature of the recent thefts, comparing the incidents to similar occurrences last recorded in 2021. He suggested that the metal parts from meters might be sold, resulting in interrupted water supply due to disconnection at the standpipe. Pasagoy also pointed out that improper meter removal can lead to facility damage and continuous water flow, causing non-revenue water and additional system losses.

In 2021, BWD documented 32 stolen water meters from January to July. In response to the current situation, Royeca stated that BWD is enhancing coordination with law enforcement agencies, barangay officials, and junk shop operators in Baguio City and neighboring towns in Benguet to prevent further thefts. He urged customers to routinely check their water meters and report any suspicious activities involving attempts to remove or sell meters, fittings, and other BWD facilities.

BWD emphasized that only authorized personnel are permitted to remove water meters and must present official identification and a corresponding job order acknowledged by the customer or authorized representative. The agency also cautioned junk shop operators and buyers of scrap materials against accepting suspected stolen water meters and fittings, citing potential penalties under the Anti-Fencing Law.
